David Burnham

Burnham, who has been a reporter for UPI, Newsweek, and CBS News, describes the history of taxes, the rise of the Internal Revenue Service, and the process by which taxes are assessed and collected within the United States' voluntary compliance system. He criticizes the IRS for its uneven application of the laws and its own lack of knowledge regarding the tax code. He outlines the IRS's alarmingly expansive institutional powers, most notably its vast computer files, which threaten the privacy of every individual. The IRS's power goes relatively unchecked by Congress, says Burnham, because members fear the wrath of IRS just like every other citizen.
