El 23 de octubre de 2018, el Gobierno Mexicano estableció la Norma Oficial Mexicana 035 – Factores de riesgo psicosocial en el trabajo – Identificación, análisis y prevención (NOM-035-STPS-2018) como un instrumento que permitiera a las organizaciones identificar y analizar los factores de riesgo psicosocial, así como evaluar los entornos organizacionales de trabajo en el que los colaboradores desarrollan sus actividades.

De esta manera, estableció las acciones de prevención e intervención, y las obligaciones a cumplir, por una parte para el patrón y la organización, y por la otra, para los trabajadores, con la finalidad de generar entornos organizacionales favorables.

El análisis de los factores de riesgo psicosocial, así como la evaluación de entornos organizacionales favorables se encuentra directamente relacionado con las características de los puestos de trabajo, así como con las características de la organización (tamaño, giro, instalaciones, estructura, entre otras), y las condiciones en que el trabajo se desarrolla cotidianamente. Por ello la importancia de esta evaluación, que si bien no es de tipo psicológico (no evalúa trastornos mentales, ni variables internas del individuo), permite a los centros de trabajo cumplir con las obligaciones establecidas por la NOM-035 y, de manera paralela, desarrollar estratégicamente acciones de desarrollo de capital humano y desarrollo organizacional.

La NOM-035 está diseñada enfatizando la prevención, y se encuentra alineada con las obligaciones del Reglamento Federal de Seguridad y Salud en el Trabajo. Asimismo, establece de manera diferenciada las obligaciones para los centros de trabajo en función del número de trabajadores que la integran (las empresas de menos de 15 colaboradoras están exentas de la etapa de evaluación). De igual forma, se puede desarrollar por lo miembros de la organización y solo requiere la intervención de especialistas en casos graves comprobados. Cabe destacar que si bien proporciona instrumentos para su diagnóstico, aplicación y evaluación, es posible utilizar otros métodos para su aplicación.

Finalmente, desde su publicación, la implementación de la NOM-035 se planteó de forma gradual, primero para conocerla, y posteriormente para preparar su aplicación. A partir de este 2021, su ejecución es de carácter obligatorio, por ello la pertinencia de estar preparados y listos para integrarla a los centros de trabajo.
