En Latinoamérica vivimos bajo sistemas formalmente democráticos, los cuales reconocen el valor de los derechos humanos. Sin embargo, en la práctica, nuestras sociedades están caracterizadas por su profunda inequidad y por exhibir fragilidad en sus procesos políticos. Algunos de nuestros países, incluso, tienen altos niveles de violencia. Ello evidencia el largo camino que nos queda por recorrer para materializar los derechos humanos y profundizar los procesos democráticos.

Este curso introductorio, que se enfoca en el contexto latinoamericano, ofrece un amplio recorrido por la democracia y los derechos humanos y resalta la importancia de su garantía para la consolidación de sociedades vibrantes, justas y dignas.

Introducción
Democracia
Te damos la bienvenida al primer módulo del curso. En este módulo estudiarás el concepto de democracia, conocerás su desarrollo histórico y sus distintas formas: la democracia directa, la representativa y la participativa. Además, te aproximarás a la organización de las distintas ramas del poder público y al equilibrio que debe existir entre ellas. El módulo te brinda ejemplos actuales de distintos tipos de democracia y las diferencias entre democracias liberales y no liberales. Con este recorrido y las actividades propuestas podrás reflexionar sobre algunos desafíos de la democracia en América Latina.

¿Qué son los derechos humanos?
Te damos la bienvenida al segundo módulo del curso. En este módulo conocerás el desarrollo histórico de los derechos humanos, su concepto y características. Además, conocerás los sistemas que se han desarrollado para lograr su protección, como el sistema Universal y el Sistema Interamericano de Derechos Humanos. Después conocerás el debate sobre los derechos económicos, sociales, culturales y ambientales - DESCA y su relación con las políticas públicas y el rol de los jueces en su protección. Posteriormente, verás la relación entre democracia y derechos humanos, las tensiones entre mayorías y los derechos de las minorías. Por último, te invitamos a reflexionar sobre la protección de los derechos de una minoría en una democracia a partir del estudio de un caso real como el de Sudáfrica.
Participación democrática
Bienvenido al tercer módulo del curso. En este módulo conocerás las características principales de distintos mecanismos de participación ciudadana en regímenes democráticos, como el voto, el plebiscito, la consulta popular y la revocatoria del mandato. También te aproximarás a otras formas de participación ciudadana como la llamada gobernanza y la protesta social, tan frecuente en nuestros países de América Latina. El módulo finalizará con una invitación a reflexionar sobre las oportunidades, pero también sobre las barreras que tienen algunas personas y grupos para participar significativamente en las decisiones que los afectan.
Cómo defendemos los derechos de una democracia
Te damos la bienvenida al cuarto y último módulo de este curso. En este módulo conocerás algunos mecanismos judiciales y no judiciales para la protección de los derechos humanos. Además, podrás conocer la experiencia de activistas en la defensa de los derechos humanos y profundizar en los mecanismos internacionales de protección de estos. Esperamos que con estas herramientas te animes a emprender o apoyar acciones y a grupos en defensa de los derechos humanos, y aportes a la construcción de una democracia digna en tu país y en la región.
